Initiative 713 would outlaw trapping animals for recreation or commercial sale of their fur. Leg snares, neck snares, steel-jawed leg-hold traps and other body-gripping devices would be banned. Trapping would be allowed, although restricted, when animals are damaging property. The Director of the Washington Department of Fish and Wildlife could grant special circumstance exceptions.
