Preheat oven to 350 degrees. In a small bowl, combine the dry basil, garlic, zest and wine. Let sit for 5 minutes. Arrange the fillets in a buttered baking dish. Pour the wine mixture over the fish. Season to taste with salt and pepper. Dot the fillets with butter and top with the fresh basil. Sprinkle with half the cheese. Bake at for 20 to 25 minutes, until the fish flakes easily with a fork. Sprinkle with the remaining cheese and paprika and serve.
