I would like to hear a discussion of the regressive aspects of tolling as a method of funding transportation. Clearly a toll has essentially no effect on the lifestyle of an affluent person yet significantly impacts lower income people. Since one of the goals of tolling is to get people to use public transportation, what it does in effect is "privatize" the roads for the use of the more effluent while forcing the less affluent into less efficient, less comfortable public transit. If that doesn't qualify as legislated discrimination I don't know what does.
